1 year ago Took a quick peek at this guy on the Classic PTR on a 70 template character. He offered the 'Waste Not, Want Not' quest and nothing else, no repair nor blacksmith training. Wowhead (retail, TBC, and Wrath) shows him as not teaching anything related to blacksmithing, and the comments suggest he trains up to 300 blacksmithing, but it is possible they confused him for similarly named Humphry. If not, I wager his training of BS is either available conditionally based on rep/some quest status, but that'd need to be determined. If possible, please provide links to your sources regarding that point. Based on the models shown in those dialogue screenshots, they are either almost certainly from some pserver (which cannot be used as a source) or post-WoD, which likely wouldn't necessarily apply to AC.
As for the lacking movement, I can also confirm that he is supposed to move around. Specifically, he spawns on the left side of the tower's entrance (looking into the tower), moves to the right side, moves into the tower, moves back to his spawn spot and repeats. I have gotten a sniff of this on Classic and will hopefully be able to parse it sooner rather than later.
