When you emote dance to a spectral citizen in strat while in combat, the npc does not dance with you.
Spectral citizens are supposed to dance with you if you emote dance while fighting them.

Expected Blizzlike Behaviour
Spectral citizens are supposed to dance with you if you emote dance while fighting them.
