Current Behaviour
the quest 10612 or 10613 can't complete because the same problem of creature_template_spell problem the problem same as the bug https://github.com/azerothcore/azerothcore-wotlk/issues/20149

Steps to reproduce the problem
.go c 213369 .quest add 10612 or .quest add 10613 try control the 21949 and miss a spell 38055 , so can not complete the quest
