Shimmering Flats not enough Salt Flats Scavenger or Salt Flats Vulture

CURRENT BEHAVIOUR:

The bones are about a 75% droprate and you need 10, but if you go to the quest marked locations you find;

1 quest location has 0 vultures.

1 quest location has 3 vultures.

EXPECTED BLIZZLIKE BEHAVIOUR:

Much more spawns.

I recommend adding 2-4 more vultures to the location with vultures, and adding 5-10 vultures around the one with zero vultures.

STEPS TO REPRODUCE THE PROBLEM:

1. Pickup quest
2. Go to quest locations
3. Observe lack of vultures at signalled quest locations
