Lesser Sagefish School (GUID 485) is placed so that almost every attempt to fish from it gives the 'Water too shallow' error. It shares the same spot with objects 479 (Floating Debris) and 35505 (Lesser Oily Blackmouth School) which probably all need to be nudged a few meters out to sea.
Although I did find if you stood out to sea and fished facing inland you could get it. but this is hardly ideal:
