feat. Optional mailing when bags are full #14

Changes Proposed:

An option has been added in the configuration file to prevent or allow the sending of mails when checking that the player's bags are full.

Issues Addressed:

How to Test the Changes:

You create a character
You start collecting different items or you fill the available bags.
Configure the variable, so that it does not enable the sending of mails.
When it detects that the bags are full, it will not lift the item (it will be deleted for the moment, then we will correct it) but it will not send the mail with the items.
