Implement PLAYER_EVENT_ON_SKILL_CHANGE #187

In the official eluna there is a player event called PLAYER_EVENT_ON_SKILL_CHANGE. It would be nice to have this in the AzerothCore version aswell to be able to modify profession skill up rates for example.
