How it should work:
As per tooltip (spirit stat in char info), health regeneration rate should be X amount per 1 second.
How it works:
Health regenerates by X amount every 2 seconds.
How to reproduce:
Check in the character info what's your health regen rate. Get your character to low hp out of combat (jumping from certain hight/lifetapping). Use in-game stopwatch (move it near your health bar to make it easier to track hp regen and timer at the same time) and watch how frequently health points get regenerated and in what amount.
Example:
My character's health regen rate is 15 HP per second (as per tooltip). However, it regenerates 15 HP every 2 seconds ≈ 7.5 HP per 1 second.
