Description: The blood elf NPCs can spam their blood elf racial

How it should work: Well it probably should have a cooldown

It's not really an issue of an ICD, but rather a timer or case missing.

Since OregonCore is a TC backport and has SmartAI, this should be really easy to implement.

Can't reproduce a "spam" of Arcane Torrent. They have a 13 seconds CD on Arcane Torrent. This is blizzlike.
