[Druid] Omen of Clarity #55

Omen of Clarity only procs while in humanoid form, consumption of the buff works correctly, but it does not proc in bear/cat form

Omen of Clarity as Feral has a 3.5 RPPM. That means close to 6% chance before haste.

Tested in Cat and Bear form, working as intended.
