The Pit Commander should be located near The Dark Portal (84, 50), as he's scripted to send waves of demons against the NPCs in a never ending struggle. However, he seems to have taken a break and is chilling on top of Portal Grimh (71, 55) - which you need to destroy as part of the quest Disrupt Their Reinforcements.
His presence essentially makes completing this quest impossible. I tried pulling him and vanishing, thinking it might reset his waypoint/script and he'd go back to his normal location, but he just went right back to sitting on top of Portal Grimh.
