Add TileMill project to repository #6

So that others can work on it later. This is complicated by the use of compositing and elevation data (slope and hillshade). The files for those layers are too large to include in this repository.

Project files are included. Two lingering issues

[ ] need instructions for setting up the project
[ ] need to solve the problem of how to distribute the 40GB of elevation data
