[x] Limit the area that can be downloaded via bbox
[ ] Gather metadata for each layer
[ ] Put together .zip archives for the various packages

Need to see if formal metadata exists for Flood / Fire layers. Active faults has some, I'll probably have to write it for fissures and epicenters

Ann has suggested we're going to toss the flood layer and try and get another dataset. This will hang open until all the data is together, since we need it to provide downloads in the first place.
