Add some missing lines.
Remove duplicates.
Fix some type errors
Fix encoding from windows-1251 to UTF-8

About "Fix encoding from windows-1251 to UTF-8" Currently these settings are in the windows-1251 encoding, so if we change only bg.js it will break bg localization.
