Add empiric wb calc #2

Hello,

thank you for your work. I'd like to add one more function to calculate wb temperature. http://journals.ametsoc.org/doi/pdf/10.1175/JAMC-D-11-0143.1

Also there is a little fix in setup.py

@ZhukovGreen, I've added a simple print warning for pairs of arguments out of optimal range, according to the fig.3 in the paper. Also, the typo in the readme file was really an error of not uploading it. I've fixed that too. commit
