Adding changes to support ci workflow.

Change includes:

ci command
ci tool support.
output logging help functions
debug mode.
documentation on ci and rover switches.
ci workflow for iterative development of rover.
unit tests for ci .
Add post start command to map /tf/rover to the scripts folder of the repo to allow for quick development of rover.
