Implementation of "rover --walkthrough"

The starter repo needs to be updated to the Azure version once that repo is updated

Looking into it.

Would also need to update the starter repo to standardize the tfstate file names! https://github.com/Azure/caf-terraform-landingzones-starter/pull/76
