Adding advanced logging feature. This PR introduces two main logging capabilities:
The ability to log using multiple log_ methods. These can be selectively applied on the command line using --log-severity.
For rover test , deploy and validate the output and errors are pushed to log files in ~/.terraform.logs. This offloads the details to files making it easier to visualize what is happening both on the cli and when running in a pipeline.
