Rover apply from plan with rover job_id failed with path.module #209

When a tfplan is passed to apply and involving path.module and local-exec, the job_id seems to be included and will be failing the apply if the CI stage doesn't have the same path.

One of the example local-exec execution will be the module.subscriptions in caf.
