Moved custom_actions folder to sub-directory of pkg/custom so that contents can be embedded on the Rover executable. Renamed to (_custom_actionssrc) source
If $Home/custom_actions doesn't exist when Rover is run the directory will be created and the embedded custom action files are written to it.
Thus, sample and required commands can be added for use in first deployment by creating the custom actions file in the custom_actions_src directory before Release.
