Adding support for "api_management_named_value" in API Management module #907

Named value is a key feature for the module, permits certificates and secrets import from AzureKeyVault.

Hi @arnaudlh, @SergioMiyama sorry for the late reply. It would be a better option if you add this to your backlog, due to my low experience and free time at the moment. I'm glad to contribute with testing. Thanks
