[TF0.13] Add support for automatic provider provisioning #20

Automatic installation of third-party providers: Terraform supports a decentralized namespace for providers, allowing for automatic installation of community providers from third-party namespaces in the public registry and from private registries.

This issue is to track implementation of this feature for Terraform 0.13.
