単語のチェックルール入れたい。 https://github.com/azu/technical-word-rules みたいな感じだけど、プロジェクト単位でどんどん追加できるやつ

作った azu/textlint-rule-prh。 vvakame/prhを使ったチェックが出来るようにした。
