[FEAT]: Allow selecting what permissions a user has and what routes/containers they can access #72

Feature Description

As a user, I'd love to be able to select what systems a user could access and have groups and permissions levels so that I can decide who has access to which routes and applications.

I myself was faced with the need for such a solution, it seems to be quite simple, but very necessary in terms of differentiating rights for different users, cosmos is an excellent platform and this would be a wonderful addition

Like to see this in the format of a new tab in ServApps, in which you can optionally for each user, specify access rights to the current container and, in general, a global rights button in the Users section
