[Dependency] `docker-registry-downloader` update #601

The goal of this update is to fix an issue on Docker images pulling process.

Plus, a bug on azk docker was identified and fixed as well. This bug raises an exception on handling an non-zero returning code from Docker, and this was causing an error report of a non-actual exception.
