Here's the official report from Microsoft:

Microsoft HPC Pack product relies on Cloud services configuration for Bursting to Cloud Service feature. The dependent feature Cloud Service (classic) deployment model will be retired. Therefore, we will retire HPC Pack Burst to Cloud Services on 31 August 2024. Please transition to using HPC Pack Burst to Azure IaaS VM or Burst to Azure Batch service as soon as possible to keep the workload continuity.

Microsoft HPC Pack Burst to Cloud Services is retiring on August 31st, 2024 and migration to HPC Pack Burst to Azure IaaS VM or Burst to Azure Batch service is required.
