Azure Monitor for VMs and VMSS with Azure Monitor Agent #239

A new version of the Azure Monitor Agent is out. If we continue to support Virtual Machines, we will want to update the repository to the new version. There are multiple ways to deploy the new agent:

Deploy with the Virtual Machine templates - https://learn.microsoft.com/en-us/azure/azure-monitor/vm/vminsights-enable-resource-manager#azure-monitor-agent
Deploy with Azure Policy Initiative Definitions (Remediation Task) - https://learn.microsoft.com/en-us/azure/azure-monitor/vm/vminsights-enable-policy#vm-insights-initiatives

Additional Notes:

The VM Insights Solution is no longer necessary in Log Analytics
A Data Collection Rule will need to be created - https://github.com/azuredemoenvironment/ade/blob/joshuawaddell/issue/123-Enable-VM-Insights-Guest-Health-(Preview)/deployments/azure_governance/azure_data_collection_rule.bicep (sample)
