Purpose

Fix naming in variables and outputs for NSG/sunbet names
Updated Plan workflow to accept ARM_ENVIRONMENT based on az cli requirements

Other Information

There is provider problems with the repo based on updates in Terraform version 3.71. This will be fix on another PR.
