Refactor files, Added Services and Updates to Providers

Purpose

• Updates to Providers for LZ Example: providers = { azurerm = azurerm.identity, azurerm.hub_network = azurerm.hub }
• Updates to Versions of Mgt Spokes
• Refactor files and folders
• Move Telemetry and Scripts to the Deployment Folder
• Added counts to DevSecOps resources, then is needed as the LZ needs to be built before resources are applied
• Add Sentinel to the module. "Having trouble with apply, leave false until bug is fixed"
• Add Service Health to the module
• Add Telemetry to the module.
• Updates to README
