Starter fails to `terraform init` in devcontainer due to terraform version (1.2.9) #74

Minimal steps to reproduce

attempting to run terraform init inside the dev container fails because the dev container builds with version 1.2.9 and the starter requires terraform >= 1.3

Any log messages given by the failure

Expected/desired behavior

OS and Version?

Windows 7, 8 or 10. Linux (which distribution). macOS (Yosemite? El Capitan? Sierra?)
