Inventory commands do not give library access #46

While it's convenient that the inventory is effectively chrooted to
My Inventory it makes it impossible to access the library

I don't know exactly what it should do, but question if peopel want access to 
the library

common use cases -
    best practice when building is to use library components when possible.
Builder bots that interact with humans might need to find the actual texture 
(probably to get it's name) in the library

    opensim instances where the library has the things the bot needs added to it. So, for example, our hillpeople example could distribute the hillpeople AV's in the library.
   FWIW this isn't how I'm doing it - I'm looking at the bot's individual inventory. If it doesn't have what it needs it goes to a giver in world and gets the bot av's

Library access so far is limited to prolog code only
