http://www.chromevox.com/tutorial/sticky_keys.html do not work when pressing insert twice. #116

What steps will reproduce the problem?
1. http://www.chromevox.com/tutorial/sticky_keys.html
2. Instructions state to press insert insert to enter sticky keys mode
3. Press insert, insert, down.
4. Nothing happens.
