ChromeVox: CAPSLOCK toggle and status needs to be reported #33

What steps will reproduce the problem?
1. CAPSLOCK several times

What is the expected output? 
ChromeVox Lois  to speak CAPSLOCK ON/OFF
What do you see instead?
Nothing, but CAPSLOCK will still be toggled, but ChromeVox doesn't provide 
feedback.

What version of the product are you using? On what operating system?

Google Chrome 14 stable on Windows 7 x64
Google Chrome Canary 16 on OS X Lion

Please provide any additional information below.
It's very easy to accidentally toggle CAPSLOCK, without ChroemVox providing 
feedback, it's possible to have entire Docs, Gmail, etc capitalization state to 
be inverted or all messed up.

Unfortunately, this is still broken/not working in ChromeVox 1.16.0
