Urgent Fixes - #113

Meter.php - Validation removal to allow 0 for Usage values tables.php & save.php - Force "Type = New" for a new Contract rather than giving a choice.

Shaun - could you look through these please and merge them it they look safe. The first is removing something I incorrectly assumed would be true! The second is a temporary fix - I have forced the drop down to 1 item - not a good way of doing it.

I have a further batch of "layout type" changes that we plan to check on Monday. I will send in the OKed ones.
