New Fields for Contract - dateDecision #169

New Fields for Contract - dateDecision(NR) Label = Tender Decision Date:
to go just above Tender Selected on Details to go below End Date: in Add & Edit windows

Note: In edit window, please move Tender Selected down to after the new Tender Decision Date: and add a colon to the label. Also the label "Customer Number:" is showing on 2 lines - is the width a touch small?

can't see this myself though I haven't looked in IE9 yet. It's on one line in Firefox on Linux (ubuntu 12.04)

On the contract display: Tender Decision Date: 2012-12-12

yes I forgot to format the date,it's done now. I am setting this to fixed but it will show up in the next commit.
