Edit Contract - Validation for Contract Status #198

When a contract is created its status is set to "new". The status cannot be changed (by edit) from new unless there is at least one tender and at least one meter on it.

If my testing is correct it seems to be "OR" at present. Must have a Meter AND a Tender.
