No, it is a bug!
The wizard is failing due to a matching email address for another client, but the message isn't presented to the user. I only saw the error as I created the new client without the email addess, and then tried to edit the 'Client Personnel' field later.
This also shows incorrect logic in the validation: We do need to allow two clients/personnel to have the same email address.
Talked this over with P. Sounds like the new client wizard is not reporting the error but just failing when a duplicate email is found in a personnel. I can reproduce - using duplicate email address (or not specifying payment method).
New Client wizard, all data entered, no error, no new client created.
The last successfully created client was ID 1552.
