Contract Details screen; Add/Edit meters button #243

On the Contract Details screen, the Add/Edit meters button is missing for all users once the contract status is set to 'Current'.

I would like to change this behaviour to: The Add/Edit meters button is always present, but greyed out for non-Admin users when the contract is set as Current Add/Edit meters button is still available for Admin users even if the contract is set as Current
