Revise WxS parsers for OWS metadata and some standardization #12

This will apply for the more current schemas across most of the geospatial services - WMS, WFS, WCS, SOS, CSW, etc.

Note: It's possible that the ows namespace isn't used in those elements. We should double-check for that, but this is a reasonable bit of code.

I say doublecheck for the namespace prefix because I know, based on mapscript mapfile generation, that you can key those as wms* instead of ows*.

Nope, I think we're okay assuming it's the ows namespace.
