Add the format value to the ISO endpoint handling #40

If there's a MD_Format in the block with CI_OnlineResource (that is within an onLine element under Distribution or Distributor), grab the value for the format.

There's an enumeration somewhere that might be FGDC, otherwise we'll need some mimetype assumptions either based on the format of the URL/filename
