Sampling bias via polygon #33

This is a helper function written to add a bias_weight column to an sf occurrence data frame based on an inputted polygon (bias_area) and bias_strength.

@sangovae, @wlangera and I did sit down and go through this quickly, but another pair of eyes can't hurt :)
