Scale ADMB parameters appropriately. #12

Many models are returning Function minimizer not making progress ... is minimum attained? messages. Implement automatic parameter scaling (perhaps based on start values?).

This doesn't automatically scale parameters, but should be fine for the meantime.

Things still don't always work nicely. Should try out the -rs command-line option to see if it improves things.
