haptic feedback is off : vibrate still on when dialing digits & swipe unlock #87

What steps will reproduce the problem?
1. Go to default dialer and press digits, while haptic feedback is off
2. When swipe to unlock, phone vibrates even though haptic feedback is off.

When haptic feedback is turned off I expect the phone to not vibrate when
performing actions. Needed to conserve battery for instance.

I've also read that vibration is a battery-drainer so I'd appreciate getting 
this fixed.  Thx.
