Captcha on PHP 8 not work #3

Expected Behavior

Captcha Code should display on registration

Actual Behavior

Captcha Code is empty on registration and produce this error in log: Uncaught ValueError: mt_rand(): Argument #2 ($max) must be greater than or equal to argument #1 ($min)

Steps to Reproduce the Problem

Open sign up page
Go to complete sign up

Specifications

Version: 7.4.1-beta1
Platform: PHP 8.1
