2 damage prints for 3* and welfare 4* instead of resist print #16

if i understood it correctly, units with <100% stun/blind resist are using a resist print to reach that, which unnecessarily lowers their DPS. i think it would make sense to remove that option from the 2nd WP option list and focus on DPS.
