Norka background flickering not sync to extrapolation #340

Expected Behavior

Norka background flickering speed must be frame rate independent.

Actual Behavior

Norka background flickering speed is frame rate dependant.

Steps to Reproduce the Problem

  1. Play Norka stage at 60fps
  2. Play Norka stage at 120fps
