Tried to keep it rather simple and essentially mostly copy paste around, Key notes:

• There was a new table "halted_users", personally saw no reason for primary ID so you might want to get that back if you use it for anything specific
• Permissions were not added to who can do the halting and unhalting considering you've said the permission thing may change entirely.
