the application does not start on linux mint 19.3 Cinnamon (flatpak)

well it's working normally here with kde connect from kde Flatpak repo, what is the version of kde connect you are using

So you have to install kdeconnect from flatpak?

No, you can install non-flatpaked KDE connect too.
