Add packet decoder to camel k implementation

• a Project Cars 2 decoder for a single metric
• the decoder is part of the camel-k integration
• the decoder is registered via netty

Adding to the acceptance criteria:

• the decoder should be implemented so, that adding new metrics is simple, i.e. following object oriented design practices (see the implementation from ppartierno or ralfhergert)
• the provided stream is from an Automoblista 2 game, but it should be the same as Project Cars 2 data. I can provide another sample stream if needed
• the one metric decoded is one that provides a constant changing stream of integer data, such as speed or RPMs of the motor

By "the decoder is part of the camel-k integration" I mean, the deployment of the camel-k integration does not rely on local builds or external dependencies that can't be resolved during build time.
