Add an /OFL.txt and delete the "OFL_License" folder #4

The https://github.com/bBoxType/FiraGO/tree/master/OFL_Licence folder contains a RTF file (which is weird) and a copy of the SIL OFL FAQ. I suggest simply deleting the folder and both files.

However, an actual copy of the license itself seems to be missing. It is typically available as /OFL.txt or /LICENSE.txt

This is 2 notices and a lot of extra info; and also it is missing the RFN that I assume is inherited from https://github.com/mozilla/Fira/blob/master/LICENSE#L1-L2

I recommend saying simply 

Copyright 2012 The FiraGO Project Authors, with Reserved Font Name "Fira"

However, since Fira is a reserved font name, where is the permission statement to use that name in this project?
